FCC Covered List Attestation Explained
Every applicant for FCC equipment certification must certify that the equipment is not "covered" equipment prohibited under 47 CFR 2.903, and state whether the applicant is an entity on the FCC Covered List. The rule took effect February 6, 2023. The Covered List now also names categories such as foreign-produced drones, routers, power inverters and robots.
What you certify
- That the equipment is not prohibited "covered" equipment (47 CFR 2.911(d)(5))
- Whether the applicant is an entity identified on the Covered List (47 CFR 2.911(d)(5))
- The attestation is filed with each application through your TCB, together with the U.S. agent certification under 2.911(d)(7)
Who is on the Covered List (as of October 2026)
- Entities including Huawei, ZTE, Hytera, Hikvision, Dahua and Kaspersky, plus several telecom carriers
- Equipment categories added in 2026: foreign-produced routers (March 23, 2026), power inverters and robots (July 28, 2026), and foreign-produced drones and components
